Report on General Elections, Pakistan, 1970-71, Vol 1
The first general election in Pakistan, on the basis of universal adult franchise and on the basis of ‘one man one vote’, was held during 1970-71. A number of innovations were introduced during this election which are still practiced in both Bangladesh and Pakistan. Introduction of the use of a common ballot box for all candidates, marking of the ballot paper by a rubber stamp and insertion of the same in a ballot box in the presence of the polling staff and the election agents of the candidates, suspension of political activity prior to the commencement of the poll and the use of indelible ink to safeguard against impersonation were a few amongst these innovations. This report provides a detailed account of the mechanics of the general election. It also provides some essential statistics regarding the elections. More statistics relating to the election appeared in the second volume of the report.
